Semester Alliance: Toolkit on the European Semester

This Toolkit is aimed at the national members of the European organisations which constitute the Semester Alliance, and is designed to support them in engaging with Europe 2020 and the European Semester. It gives information about the processes and the opportunities for engagement, by clarifying the key elements, timeline, and strategic actors of the new process, as well as giving links and suggesting different ways of involvement.

Social Impact Investment – Building the Evidence Base

This report provides a framework for assessing the social impact investment market and focuses on the need to build the evidence base. The report highlights the importance of further international collaborations in developing global standards on definitions, data collection, impact measurement and evaluation of policies as well as experience sharing between players in the market.

Social Investment Package

Description
The Social Investment Package (SIP) is a series of non-binding documents, adopted by the European Commission in 2013 as a response to the economic crisis, threatening the achievement of the EU2020 poverty and employment targets and to the demographic changes that are shrinking the size of the working-age population in Europe.

Strengthening the Workforce for People with Disabilities: Initial Mapping Across Europe

EASPD has recently established a European Observatory for Human Resources (EOHR) on staffing issues in the disability field, which aims to develop a better understanding of how human resources are currently used. Through the commissioning and use of research, EOHR will facilitate discussions on critical issues of staffing, training and quality of life.

Study on Social Services of General Interest

The aim of this study on social services of general interest is to describe the status quo of four types of social services (long-term care, childcare, social housing and employment services) as regards three main aspects: the applicable regulatory framework for service provision and financing, the types of service providers, and the main quality tools and frameworks.

Support Services to Ensure the Inclusion of Persons with Disabilities

Description

This report aims to raise awareness and provide guidance to States on how to ensure access to different forms of support for persons with disabilities inclusive of a human rights-based approach. 

The Special Rapporteur on the rights of persons with disabilities, Catalina Devandas-Aguilar, submits the present report to the Human Rights Council pursuant to its resolution 26/20. It describes the activities she carried out in 2016 and contains a thematic study on access to support by persons with disabilities.
